The resident rights statement must include the right to exercise their rights without reprisal, however, no right extends so far as to supersede the health and safety of others.

It is inappropriate to ever punish, restrict or prohibit a resident from exercising their rights.  Of course, you are not able to predict every emergency scenario that may occur, so the resident rights statement will be clear that residents will not be prevented from exercising their rights, but residents will not be permitted to express rights in a fashion that is harmful to any others, including other residents, volunteers, staff, or neighbors.
