Consider if Paid Work Agreements are appropriate for your recovery housing program.

Many recovery homes simply do not want the additional legal risk or having to do the additional record keeping in order to have residents work for them.  Therefore they do not hire residents to work for them while they are living at the house.

Of course, alumni of a recovery housing program can become staff, and often do, but for many recovery homes, they do not allow current residents to become staff members or perform any sort of paid work for them.
